I found a book missing from the Hyjal "Class Books" vendor.

I tried to farm it the normal way but it seems that boss in UBRS is disabled, so this spell rank is impossible to get as is.

you need 3 people for it and npcs stun, the boss work , you can death-pass door , this book do not come from raid , that's why they did not put it , it's just a flame sock m8

When I was in the instance last (half a year ago) they had removed the boss entirely.

Never made sense, theres other UBRS books that are for sale. Pretty sure eviscerate and ferocious bite drop (but are available at vendor)
