DUEL ZONE WITH CD RESET?

I would like to suggest a duel zone with cd reset.
Now, some people prefer to duel instead of doing boring bgs.
But I'd also like to suggest something to prevent cooldown reset abuse such as (preventing players from joining raids and wsg after leaving duel zone).

There's already nothing stopping players from resetting cds after leaving a raid. It's not abusable, the run to and from the raid in and of itself resets most cds just from time spent alone.
Just make it so 30 minute CD's like shield wall, or 60min like Lay on Hands don't reset with the .duelmod and remove the HK cost. It's very simple and it's not going to hurt anything.
