HMURetro had a great suggestion, but I would like to make some slight adjustments. 
Problem: Veterans don't want to raid , they have all the gear already.
Solution: Newer Unique Rewards and Raid Tokens !
The gold reward is cool, but maybe we could add some raid tokens to the game to really make veterans want to go . You can also have a 2 day raid bonus, where you gain 1 extra raid token on 2 weekdays like tuesday, wednesday (to not interfere with pvp weekends). You can also have a group check at the end of the instance, if 2+ players in the group has less then 2 days game time played, each player gets 1 more raid token (so more veterans play with new players).

Reward: Bag of Mysteries and 1 raid token
Zul'Gurub : Bosses [2 raid tokens]
Slay Hakkar, Bloodlord Mandokir, and Jin'do the Hexxer!

Molten Core: Bosses [2 raid tokens]

Conclusion
Replace the current quests from Raid Quests npc with these.  Create a raid token vendor. These give an improved incentive to veteran and new players to gather PvE quests. The current ones (trash npcs) are rarely completed/killed. Please consider this and thank you!

Not bad, not good. I don't like the idea of adding all the BoE world drops and rare profession items as rewards. -1

Some of the BoE world drops do not exist , because you need to open the gates of aq in order to obtain them (and the gates were auto opened I would assume) ? 
Also, I did add other rewards besides just boe world drops and rare profession items.
Lastly, Epic Boe's are extremely rare on the server since mostly everyone pvps now.

maybe make each naxx wing an individual quest to give people who arent geared enough to finish more incentive to get in there and get the gear they need.
EG: Abom wing = 1 token, etc
